    The work shall consist of construction of underground piping, venting and manhole modifications to 38 air release valve vaults and additional structures located at various locations on the transmission line in Brown and Manitowoc Counties.
    Procurement:  A deposit of $25.00, plus a separate, non-refundable processing charge of $25.00, will be required for the set of contract documents (total of $50.00).  The full amount of $25.00 deposit will be refunded to the plan holder upon return, in good condition, of all contract documents within 10-days after the opening of bids.

    Water Treatment Improvements - Group 2-NT

    Project:  The work covered by these contract documents consists of the modifications to booster pumps, standby power, flow metering, chemical feed systems, heating and ventilating systems, plumbing modifications, and architectural upgrades at four existing well/booster stations, and demolition of existing concrete reservoirs at three well sites for the City of Rockford, Illinois.
    Procurement:  Copies of the contract documents may be obtained from the Central Services Manager, City Hall Building, 425 East State Street, Rockford, Illinois  61104.  Neither the OWNER nor the ENGINEER will be responsible for partial sets of documents obtained from any other source.  A deposit of $100.00, plus a separate, non-refundable processing charge of $50.00, will be required for each set of contract documents ($150.00 per set).  The full amount of $100.00 deposit will be refunded to the plan holder upon return, in good condition, of all contract documents within 10-days after the opening of bids.
    Bidding Requirements:  Each Bidder shall submit with their Bid the information specified in the Bid Documents for compliance with the laws of the State of Illinois on Fair Employment Practices, and with the City of Rockford's Ordinance on Equal Employment and Business Opportunity.  Any Bid that fails to include the compliance items properly completed will not be read and will not be considered.
    Illinois Environmental Protection Agency (IEPA) Funding:
     Any contract or contracts awarded under this project are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA).  Neither the State of Illinois nor any of its departments, agencies or employees is or will be a party to this project or any resulting contract.  The procurement will be subject to regulations contained in the procedures for issuing loans from the Public Water Supply Loan Program, the Prevailing Wage Act (820 ILCS 130), and the Employment of Illinois Workers on Public Works Act (30 ILCS 570).  This procurement is also subject to the loan recipient’s policy regarding the increased use of small, minority, and women’s business.  The loan recipient’s policy requires all bidders to undertake specified affirmative efforts at least 15-days prior to the day of bid opening.  The policy is contained in the specifications.  Bidders are also required to comply with the President’s Executive Order No. 11246, as amended.  The requirements for bidders and contractors under this order are explained in 41 CFR-60-4.
